Please Help!!!! Neighbors keep having drive by shootings..?

I am very worried, the house down the road from my parents is full of thugs. Their mom got the house through some low cost housing program and their mortgage payment is less than 300 dollars a month. Anyhow the mom does not even live there, and there has been three drive bys, and two just in the last week. The nieghborhood itself is not bad, it is a middle cl neighborhood. I am very scared for my parents, and even more so to drop off my daughter to visit. What can be done, can the housing authority be called, isn't it fraud that the mom got the low cost house and dosen't even live there.
